وَآخَرِينَ مُقَرَّنِينَ فِي الْأَصْفَادِ
And others, who were tied up in chains.
Just like the wind was subjected to Sulaiman for sailing the ship to any side he liked, Satan was also subjected to Sulaiman for bringing the pearl and mussel from the depth of the sea. Also, Satan from Sprites and mankind were subjected to him to make palaces and huge buildings. Since some of them were disobedient, they were tied up with chains and they were assigned particular duties. See explanation 21: 81-82 and 34: 14.
